The psalm writer writes here about the blessings from God, a reward for the veridical, good human. At the end of the psalm he contrasts the just man with the wicked man: "The wicked man shall see it and be vexed, he shall gnash his teeth and pine away; the desire of the wicked shall perish."
As God commences ruling the earth, the desires of the wicked shall perish, and that is wonderful news.
