In this Psalm, Yahweh is remarkable in being a deity transcending the human world, but chastises those that run the secular state corruptly, judges and by extension the king and administrators: the power of magistrates is godlike in their ability to improve or wreck the lives of citizens or subjects. It is timely today: judges, politicians, police officers and functionaries all need to follow the rule of law, and none are above the law. Justice is to be universal and fair with bribery, embezzelment and stealing public funds done away with.
Corruption is not to be countenanced: :"How long will you judge unjustly and favor the cause of the wicked? Defend the lowly and the fatherless; render justice to the afflicted and the destitute. Rescue the lowly and the poor; from the hands of the wicked deliver them."
Now the social justice side of this I would address socially by helping the poor and the downtrodden by teaching them morals, assertiveness, education, work ethic and self-realization. Then it would be hard for anyone to victimize them.
