This federal slogan, a anti-terrorism shibboleth, is a wise one in the main. If one sees something weird or sinister, one should do one's duty and call the proper authoriites.
I would take it a step farther. If one sees something actually wrong or illegal, one should intervene to obviate the evildoers. Wicked must be punished and halted, each time, every time, fully and immediately. That is how we keep society noble, peaceful and civilized. We must not give evil or evildoers a foothold.
