Yes, it naturally is Satan's world. It also defaults to being a bad world once and when good men and women fail to come forth and fight evident wickedness on all planes.
If good people do not run the world based on De's moral and law and order example, then bad people will fill the leadership void by sending all to hell in a hand basket.
