Why Citizens Do Not Participate In Local Elections

Local and state matters do matter immensely. If we were individuated supercitizens, not half-alert, apathetic ill informed citizens, we would vote and participate on all levels of government. There are no bad children, only ineffective parents. Analogously, there are no bad politicians (well?): there are only inattentive citizens, the bosses, not directing politicians to do as they are told, or else.
