When people commit vicious acts, are they evil or crazy? Like most things in life, it is difficult to answer this question, in a sweeping generalization, for it might need to be assessed on a case by case scenario.
I will hazard a guess though, Most committers of vicious acts are sane enough, self-aware enough, and wield enough free will, that they choose to be cruel, violent and vicious. They might be not quite sane, or end up being real crazy after the atrocities and crimes that they have committed, but self-control is still the primary responsibility of the criminal doing evil, and he should be punished accordingly.
