Separated

The Constitution makes official the separation of powers, with checks and balanced in place.
The Founders realize that we were flawed creatures, and our addiction to accumulate power makes all of us easy pray to being corrupted by the irresistible urge the steal power owned by others citizens, accumulate it in our group, thereby robbing them of say, money, power and opportunity.

Moderate wielding of power is to keep it decentralized.

Where dictatorship reigns, extremism in the allocation of concentrated power in the hands of a strongman corrupts the wielder absolutely. Born evil, and having free reign with utterly centralized power, the wicked ruler's soul reveals its pure, demonic nature and approach to ruling.

Only where power is decentralized is the politician honest, fairly faithful, keeping his promises, fairly virtuous and just.
